Water Distribution
Mission Statement: To provide for the distribution of safe drinking water in compliance with all regulatory requirements to the residents of City of Pasadena, in the form of maintenance, repair and/or replacement of water mains and service connections.
General Overview: The Water Distribution Division provides planned replacement and repairs of existing water mains, meters, fire hydrants and valves. The division also responds to the customer complaints on water outages, leaks etc. The division maintains approximately 400 miles of water main lines in the City.

Water Production
Mission Statement: To operate and maintain city owned water storage facilities, well and water metering stations, including the daily monitoring of water quality and quantity in order to protect public health in compliance with all regulatory requirements. In addition, the division reports to governmental agency’s having jurisdiction over public water systems.
General Overview: The Water Production Division maintains approximately 8 ground storage tanks, 9 elevated storage tanks, 7 water wells, 5 water metering stations throughout the City. The division also monitors the water quality by collecting samples at various locations and analyzing them at TCEQ accredited laboratories.

Wastewater Rehabilitation
Mission Statement: To replace deteriorated sanitary sewer mainlines; evaluate pipe condition and to locate problems; line breaks, grade problems or faulty conditions, and to televise and/or smoke testing sanitary sewer mainlines. Warranted lines are replaced by city forces or contract services by removing or replacing of sewers and/or by utilizing trenchless technology. In addition, the division is responsible for the reinstallation of residential sewer taps, installation of new manholes, locating and marking sanitary sewer lines, and the determination of sanitary sewer availability for all utility enquiries.
General Overview: The Wastewater Rehabilitation Division provides rehabilitation of existing sanitary sewer lines and manholes that are deteriorated and compromised due to age. The division evaluates the wastewater system made up of approximately 400 miles of mainlines and approximately 6,500 sanitary manholes, and plans the appropriate rehabilitation technique to replace the system.

Wastewater Collection
Mission Statement: To remove obstructions in sanitary sewer mainlines and service lines within the public right of way. This division is responsible for the maintenance and installation of new mainlines.
General Overview: The Wastewater Collection Division provides construction of failed sanitary sewer mainlines and manholes with new ones. The division also responds to customer complaints on sewer back-ups, riser repairs, grease trap inspections, installation of sewer taps, etc. The City’s wastewater system consists of approximately 400 miles of sanitary sewer mainlines and approximately 6,500 sanitary manholes.

Wastewater Plants
Mission Statement: To treat all wastewater generated in the City of Pasadena jurisdiction, within the permit requirements established by Texas Commission on Environmental Quality (TCEQ) and Environmental Protection Agency (EPA).
General Overview: The Wastewater Plants Division strives to maintain and operate wastewater plants in the most economical manner while meeting the demands of the permits issued by TCEQ. The City has two wastewater treatment plants: Vince Bayou Wastewater Treatment Plant with permitted average daily capacity of 14.0 million gallons per day (MGD) and peak capacity of 40 MGD; Golden Acres Wastewater Treatment Plant with permitted average daily capacity of 4.0 MGD and peak capacity of 10.0 MGD.
Wastewater Maintenance
Mission Statement: To maintain the City’s 63 wastewater lift stations, including repairing and replacement of pumps, repairing check and gate valves, control panel replacement, installing and maintaining the City’s SCADA (Supervisory Control and Data Acquisition) system, a computer system which monitors various sites.
General Overview: The Wastewater Maintenance Division strives to maintain and operate approximately 63 lift stations with necessary components including SCADA equipment.
